Intrastat

What Intrastat is and who has to file it

Intrastat is the statistical declaration of trade in goods between Spain and the other European Union countries. It must be filed by businesses that exceed €400,000 a year in dispatches or arrivals, each flow separately.

It is governed by Orden HFP/1480/2021, of 28 December (BOE of 30/12/2021). The obligation starts if you exceeded that amount the previous year or, if not, in the month of the current year in which you reach it. From then on, the Intrastat declaration must be filed every month, including months with no transactions, as the Spanish Tax Agency explains.

  • A dispatches flow (what you send to other EU countries) and an arrivals flow (what you receive from them).
  • A threshold of €400,000 a year for each flow (Article 5 of the order).
  • Filing within 12 calendar days of the end of each month (Article 10).

Soivre

What Soivre is and who runs it

Soivre (Servicio Oficial de Inspección, Vigilancia y Regulación de las Exportaciones, Spain's official export inspection service) carries out commercial quality control on many exported products, including fruit and vegetables. It reports to the Regional and Provincial Trade Offices of the Ministry of Economy, Trade and Business, not to the Tax Agency.

Its inspection rules are set out in Orden PRE/3026/2003, of 30 October. Orden ECM/1002/2026, of 9 September (BOE of 26/09/2026, in force since 27/09/2026), amended its annex: the list of export products inspected against the marketing standards, such as citrus fruit, table grapes, tomatoes and melons.

Agrocom also has detailed Soivre data reports, in the same software where you manage intake, dispatches and invoicing.
